The RAA462113FYL CMOS image sensor comfortably manages imaging under these environmental conditions. As per its maker, it delivers reliable low-light performance, high resolution at high data rates, high dynamic range, and 4K video at 60 fps. Additionally, it supports a line-by-line high dynamic range (HDR) mode. When in HDR mode, long and short exposure data are output separately for each line.
If surveillance cameras are your meat and potatoes, you might consider the RAA462113FYL. Although, thumbing through some of the features, this sensor looks like it would be comfortable in other apps as well, including industrial, low-line machine vision, artificial intelligence, and others.
